In Fulton County, and I'm certain in many others, there are signs atop the cracked streets.
"About to litter? Reconsider."
That is so weak. Whatever happened to "Give a hoot, don't pollute?" That's when municipalities meant business. You don't mess with owls.
Now it's that passive "Well, gee, Wally, maybe you should think before littering." Yeah, that'd be swell.
I generally like to toss out the garbage in my car while i'm driving. It cleans up the car and gives some prisoner of the state some much needed humility. But now, as per the sign, I only pitch it after careful consideration as to whether anyone is watching. Ya never know when someone will give a hoot.
